I imagined that Paerium would have the most advanced firearms, though they'd be extremely expensive to produce, hence why they haven't really overturned most other forms of weapons. I mean, I have Balthier using a rifle from the area, though I'm assuming its a flintlock or otherwise some kind of black powder rifle.
