Bring back the meaning of Ninja. 400 years after Naruto's reign, the world is plunged into a one sided change. Ninja in this time are lesser as in a sense, the invention koutei is being used as a means of daily livelihood. Some villages extinct while others remained. The way of the ninja now is in the shadows, nothing is true but permitted. Since Ninjas are nothing more than a mere sport now due to chakra being used for the naught. Your objective is to bring back its meaning.

Problems Eliminated: 
Power levels. Since Ninja are weaker this time yet more skilled. We won't see OP jutsus that we know of. THINK Naruto Part 1 till Sasuke vs Itachi fight.
Since Indra and Asura's spirit no longer reincarnate. The Uchihas no longer have the luxury of having multitude amount of MS Jutsus. One MS Jutsu for Uchiha. The Rinnegan can't be obtained as well. I'm not gonna bother about Uchihas since I'm only allowing 2.

Shadow Clones can only be used 3 times by a Genin. 6 times by a Jounin.
Shunshin no jutsu can only be used 4 times by a Jounin and 2 times by a Genin.
Body Replacement can only be used 3's for all.

Hanami Hyuuga a young Jounin of the Leaf deals with Yuri Mikazuki an impulsive, deceitful, and troubled young lady in orders of 10th Hokage. The young Yuri Mikazuki a child prodigy and Genin, failed multiple times making it into an official team for the past three months. After finding out the origins of the troubled young lady, it's about to get as bad as oil and water. Can Hanami conquer Yuri or kicked out of the Leaf? An ultimatum is set in stone and together they must cooperate in order to form a Team and make it to the Great Shinobi Tournament.[/center]
