Of course. Billie has full reasons for her choices. Plus she is a very very smart woman, so yeah. She would have brought Zach with too but she knows how he'd be with some of the others on top of already being pissed. Roland is definitely a heavy hitter, but he also understands Billie is trying to leave a strong group behind too.

Oh no, he'll have the girls stay behind simply because he'll have to. Well, Laken won't disagree I'm sure once they realize they weren't the only ones Billie called. Because Billie felt that they'd need some extra umph.
