Good point. As most decide their weapon is their primary and enchanted I decided one is enough. enchanted weapons and weapons of a high caliber and quality are rare. As to not deprive everyone of these i allow one. More average weapons are easily accessible in game. This might sound like an excuse but I think it's a good tradeoff. 

Though handling a sword and shield is almost too common. So get I'll add that shields or other protective armories can be added no sweat.
