Plasma may have copied Niwatori's speed boosts, but Shiranui knew the Rotom had also copied Niwatori's Special Attack drop and the evasion boost from the earlier Double Team was nullified.  Plasma successfully dodged the attack, but Niwatori was already readying another attack.
