I dont think there is a set time of day. I believe it is merely sometime in the afternoon or morning, as the sun is out and there are food and service vendors selling their wares. Could be wrong about that, but that was the general feel I got from everyone's post. 

The two main areas people currently are posting as an active area is Kondo's Tavern and the HQ of the Iron Bell Knights lead by Maria von Hohenzollern. Both locations exist in the Capital city.
