Anywhere that isn't the mangrove or an Urtelem way-station should have safe areas, since the Realta are going after specific targets, albeit [i]very[/i] messily. The gilt savannah in particular should be fairly quiet, since everything Jvanic in that area has already been driven out by Murmur and his gang. It's a long story.

As for specific ideas, the regions south-west of the fractal sea (where Chroma, Susa and Lakshmi were travelling) and north-west of the white ocean (the Purple Sands) are mentioned as being fairly well populated, so you'll find plenty of drinking buddies there. 

Or just make up a minor city wherever you think is cool, why not? We only have three big ones so far.
