All votes have been gathered and Jailbreak has been selected! Intelligence option 3 has also been unveiled.

Intelligence 3: Old Escape Tunnel. Our very own operative has spent time in this particular jail. Hearing of our operation, he decided to take a stroll down memory lane and see what he could find for us. He just so happened to come across a very cleverly hidden tunnel that leads up straight into the prison. If we can get Leon Powell out through that tunnel, there is a good chance we get in and out without Asgard ever even knowing we were there.

If Leon is rescued without alarms being raised, no stranglehold will be gained.

It is up to you if you wish to spend more intelligence on other options for this mission. When the IC launches, there will be a brief period before the mission begins. Intelligence can be unlocked up until the point where the mission begins. Talk it through with one another if you wish to spend more intelligence.

Alternatively, just because the options haven't been unlocked, that doesn't mean they aren't in play. Pay attention to little hints in dialogue or setting that might lead to something. Following those leads might lead to extra benefits, but they come with added risk. It should be a no brainer that meta gaming isn't allowed, your character has to hear or see the information to be able to act on it.
