I'm pretty open to suggestions at this point. I want to make it easy to get the narrative jumping. 

I also think that there should be prison organizing; POW camps in WWII had military-run escape committees with subcommittees for material scrounging, intelligence gathering, forging of documents and sewing of civilian garments. Prison gangs, of course, organize drug smuggling and so forth. It makes sense that emergents are probably organizing in that way and also trying to break the code on how to use magic more consciously and control it. And yes, the government packed them all in one place where they can pool their resources because politicians and policymakers panic too.

I think an important discovery may well be how to remove 'poison' from someone, ie how to magically counter the benzodiazapines and other drugs that are being used to control the Emergents.
