I was probably going to introduce my character as either having recently been admitted into general population, or literally as the RP begins being admitted into general population, needing a tent assignment, etc. However, I'm willing to throw an idea or two out there.

Maybe increased admittance has created a bit of a space problem, forcing the administration to re-assign "rooms" and increase the number of emergents per tent? Or perhaps the base was expanded to create more space for them, and our characters were some that were being moved to the newer location?  However, i'm not quite sure what kind of situation would cause the administration to consider shuffling the rosters around and pulling people out of their cells and moving them to new ones.
