She distances it enough so there is no signifucant damage. Maybe a few broken windows and a couple car alarms. 

So there is literally almost zero damage, some pretty fireworks, and a level 10 actively protects their city. Not only that but the same level 10 teaches future generations of children to prevent blasts like that from [i]actually[/i] hitting the city itself.

Also consider she has been teaching for three years, she probably does it as a demonstration yearly upon meeting new students. It is critical after all, to show them [i]why[/i] they remain in control is so important.

Similarly, for those that want to start trouble, it's also to stress that she can put them in the bloody ground, if need be. Protecting herself, her students, and the city as a whole.

Small price to pay for that, no?
