So I just realised that Houndour is at a disadvantage either way in this battle, but I guess Tyrogue isn't resistant to fire type moves so he'd be the best pick.

Also, doing two moves in a row is okay, right? I'd assume it would be especially when it's a non-damaging attack then a damaging attack but I'm just checking for future reference.
