[@VeilanK] Good Cs. With your power, it is.....well, to put it simply, underpowered. Your original power is much better however you wouldn't really be able to heal with the rain, as that would require water manipulation. You can control snow, water, lightning, etc. 

With you water breath, I will say you can use and control it, considering you are a water dragon and you can breath it, so then you can heal with that, you can also revive as long as they haven't been dead for too long. You will also be able to turn your water breath to an icy breath.
