This is not your average Goa'uld empire, this is Ba'als Empire from the movie Continuum, one where he succeeded in his plans. This is Ba'al with the might of a galaxy behind him, as well as all the technical knowledge that he gained about the Asgard from Anubis, from the humans, and from Atlantis. As a result, I can have small cloaked ships, I can make megaton nuclear weapons the size of a suitcase, and I can do a while hell of a lot more. The main problem is motivation to do so, which is a rapidly fading dilemma. To counter, there is no way you have enough Psykers to do that. Firstly because you didn't list any as existing in your character sheet, and second because having so many concentrated in Arcadia would be a Bad Thing (tm), because of the Warp and Chaos Corruption. Besides, you already said before that you only caught my cloaked guys jumping out because you happened to be looking when they warped. Why would it be any different for some guy teleporting into the Imperium for a duration of a couple seconds? Unless you figured out a counter for what is effectively Necron level teleportation. Sure, I may not have infantry that can take on a post human murder machine in one on one combat and win (potentially besides a Kull), but I'm not that weak. Even if it isn't a reality now, the Goa'uld can teleport in a Gatebuster equivalent bomb and destroy one of your major cities in a couple seconds before you can stop it. So yeah. Check, and mate.
