Coolio. Coming up with a character, but I have a few lore suggestions. 

First, perhaps there is a famous mercenary group based in Farell? They are taking advantage of the threat and are being payed to support the Black Parade's efforts. However, the two groups don't get along. The mercenary group would see the Black Parade as a bunch of fanatical nationalists who like to play dress up and instruments. The Black Parade would see the mercenary group as a bunch of war profiteering assholes who are taking advantage of their country's turmoil to loot and plunder the ruins, which may or may not be entirely true. 

I'm not sure on a name yet, for the merc group, but I'll have something shortly. Whaddya think? Could add some nice tension.
