You are right, for example, the NRoA (My Country) will be a one party "Democracy".
You can have a country that is a democracy now (Example could be the UK) be a dictatorship, or somehow the monarchy regains power, etc. 
Just have it be somewhere in reality, no technocracies or anything insane like that. 
Regarding countries being "Superpowers", I'd say the max power a country should have is somewhere around what modern day Turkey is.
