Pokemon that don't evolve were already intended to be second tier, not top tier. That was in a previous update. Just look at the [color=6ecff6]Pokemon>tiers[/color] section. I just forgot to change the [color=6ecff6]ranks[/color] section to reflect this. I'll do this as soon as I'm home from work tonight.

I will look into your concerns further regarding the price of evolving vs catching an evolved Pokemon. I would  like you to double check the current organization that is available and imagine the possibilities of other organizations. Organizations are actually intended to be a way to exponentially increase the number of trainer points that you earn.
