You could have that one powerhouse character as a villain in the over-arching plot. You know, he won't appear just yet but you would hint at it. Although considering that we're talking about him now, it's not that much of a secret.

I would guess just calling them 'cities' would be ideal. Since the others are just called 'towns'.
