Well when the government discovered how powerful Reds and Oranges were, they killed pretty much all they could find in camps and anywhere else they found them. Then the remaining Reds were taken by the government and brainwashed into doing their bidding. So if a character were to be Red, I'm assuming the GM would want you to create a detailed backstory explaining how the Red tricked the PSF's into thinking they were a different color.
