To be honest, I feel like the biggest issue is that 10-15% figure in the OP.

I mean, that's literally over a [i]billion[/i] people worldwide that can do magic. There are an equivalent or greater number magicians than there are African Americans in the US in this setting, assuming equal distribution across the world. That's a [i]lot[/i] of people.

I mean, if all of them can do their own magic with no issues it just seems pretty weird to me that they'd be considered rare or strange at all. With those kinds of numbers, you'd have to be living under a rock not to know a guy who can shoot lasers from his eyes. 

And I mean if there's that many and they have no issues exploding you at will and probably know some other guys who [i]also[/i] have no issues exploding you at will then why would you go out of your way to harass those people?

It's just hard to wrap my head around, is all.
