Yeah.  I need to flesh out how everything works before your stats are decided.  You'll likely start out with close to nothing and then through the rp you'll work your way up.

[b]EDIT:[/b] Created a basic map system in RENPY for districts.  I only know how to make square ones atm but it's something XD

If we get people playing as support characters owning things like stores, clubs, and so on, then I'll add them to their district.  For those playing primary characters by the time you start to own businesses I'll try to have a system in place where you can pick districts of where to put them and we'll have the map reflect that.

[b]EDIT EDIT:[/b] Just wanted to clarify that the little minigame thing I'm making is mainly just to help with things that can't be accurately tracked in the rp (like the turn based strategy stuff) the rest is just extra fluff and you don't need to do anything more than just write your rp post.
