They start at 1 each. You have 10 +1's to spend. Thus, you should end up with 15 points, total, of stats. Your stats are good now. Your skills still need to be fixed.

Also, yes. Your Eva's stats are all way off. The correct point totals would be:
Legs (6)
Arms (8)
Torso (10)
Head (5)
And also I'm not totally sure why you're listing Extras as if they were Qualities.
