[i]I'll do you one better![/i] Having six Pokemon at level 2 meant that you had 12 levels in total between all of them. I will allow you to divide those [b]12 levels[/b] up among your 6 Pokemon in whatever way you like. That means you can have one level 7 Pokemon and five level 1 Pokemon, OR you can have one at level 4, three at level 2, and two at level 1. I'll leave the distribution of those [b]12 levels[/b] up to you.
