I should have been clearer.  I don't really care what role the players take in this world, but the idea is to try and deal with all of the problems that this new world has in it.  You can work for him if you want, or you can try to still be a super hero, or you can be a villain, or you can be Amanda Waller and try to bring back the government, etc., etc.

edit: I'll work with whatever the characters want to be.
