On there are limiters but those are for criminals and if you've never committed any crimes why should you be in one?

That was one of her arguments and because she waited till she helped several smaller first world to third world countries join space research and technology she won. (rumor - she threatened to go on strike and preform no farther lifts than  those needed to evacuate personnel)
