[@Theodorable] Next to me first National Decision, it say I must spend 10 Political Power. What does that mean? Do I have to enact the decision and then let in run for 10 turns, or is Political Power another stat that is randomly generated? 

Also, how does "Agression" work? The same national decision says I will gain 5 Agression for enacting it, so I take it as something akin to "Agressive Expansion"?
