Issue with scanning is that the actual process is sending out an energy, having it bounce off an object, and back to an instrument... Xel'rath and all his creations would just kinda... eat the energy before it bounces back... for all intents and purposes, japan would become an abyss for scanning purposes which while i'm sure is terrifying, would create a situation where they have to actually send people to investigate. Though it WOULD give you someone to rp with that wasn't attempting to completely shit stomp your every effort :P
