In this Reality the Government runs the League and Meta are basically in their civil rights phase. They have the Illusion of Freedom but they are not or were not till Jesse found the Leverage to get what she wants. Her court case set persistent. 

Abolished Controls
Meta are free to travel internationally without seeking special permission to do so from the Meta Registration board

Meta may use their powers outside of league control in civilian application

Meta may buy, lease or rent a domicile without gaining Meta Registration board permission
