There's a many websites dedicated to various HTML colors, and your average paint program ought to be able to give you a code for a color if you seek it out. As for everyone else they just pick a color that fits and works with it, and more special colors you just try and figure out on your own time. Half the time when I search for a color I just punch in random codes until I get something close, and then change each digit until I get what I want.
