I'm starting work on the colonies now. They'll be finished before you make your Turn 2 actions. But, you haven't made your Turn 1 actions yet have you? So in this case, no you won't see your colonies before you decide your actions, but if you PM I'll give you their general location in the world. You've quite a few!
