So, questions!

1a) I noticed that a character has a starter that isn't one of your provided four. Does this mean we can have any starter?
1b) Connecting to the first question, can the starter be a basic pokemon that doesn't evolve or only has one evolution? (Tauros, Miltank, Audino [No Evo] Teddiursa, Scyther, Skrelp [Only one Evo])
