Yes you have full permission to fill out the ministers, also a few of the Lords, Barons and Duchesses of Hylo.

There are no major differences, Mechs are very personalised to the individual, but Hylo mechs tend to be of brighter noble colours such as red, white purple and gold. and Therux Mechs usually are of more earthy colours such as brown, green and grey.
