You should say how old he appears, not just how old he actually is. So you can say, he looks like 25 or something, but is 216. 
He's black haired/dark eyed, most elves are blonde and light eyed. Unless he's just like that, then it's fine. :p
He could be part of the Xacrines' military, but please remember since they mostly live in the forests, their military is rather small/weak.
