Well the fortune reigon is made up of towns and cities free from any centralised government (they are lead by mayors and village cheifs). They all operate independent of each other. 

Your characters are pilots in the Freelands looking for work/adventure in the Outcast Guild as new recruits, but depending on your backstory and origins you may have other motivations too. There is a lot of freedom with the kind of characters you can make as long as they are currently based in the Fortune reigon.

Also the town/city/village you are currently in is completely up to you to create in your Bio, feel free to share ideas with other players.
