[@NecroKnight] Trade agreements between nations require that relations be at least 5. Relations between Azreka and Aontas (and I believe also between Azreka and Oslad) are at 0.

EDIT: Actually that might be wrong. The relations minimum might only extend to NPCs. I believe that originally there was no minimum between player nations, but then one was added, and now it seems to be gone again.
