I don't think that would be standard practice or else they would suffer greatly for it in the long run. It would have to be isolated incidents such as in your case so they wouldn't arouse suspicion and lose all their most useful troops. 

Hmm...I'll need to come up with some good villains for us to fight...super soldier japanese ninja mercenary?! Epic.
