You obviously have a vision for what you want this character to be. That is good, the observation drones imply recon work, that is enough for me, personally, to understand what the mech is meant to do. I feel like it would be fair to claim some experience with the task via his character history of transferring around from one squad to the next, but as moxx points out, previous history doesn't actually mean you were good at it, so your actions must show it.

Another option for the arm stalks would be as targeting stabilizers.
