Well, I'm really considering a version of The Scarecrow who's grown accustomed to a certain amount of respect and order within his own realm, and enforces his own laws with a surprising amount of justice and mercy. Ironically taking cues from The Batman himself by personally confronting his foes with a physical presence as formidable as his intellect. By becoming the authority figure, the Batman of his own domain, he really strikes a more relishing brand of fear into the hearts of his foes.

Otherwise I was considering an alternate, Vertigo-ey take on The Rainbow Raider, where he visits worlds that exists within colors and photos, but beyond what can be seen by the naked eye (thanks to his goggles). Inspired by Gaiman's Sandman or Milligan's Shade, The Changing Man.
