For some people it's the hardest part, yeah. What I recommend if you're uncertain between making it light novels or a manga is to just write the story out as a script for the time being, focusing on dialogue and some of the important scenes in the form of a storyboard. By doing this, you'll be writing out the story without having to commit to a specific medium yet. If you're unsure how to do this, let me know.
