[@brose] If I'm not mistaken, I'm pretty sure that characters can start off in any location that's already created. This doesn't mean they've grown up there or live there, just that they're starting their journey there. You can create your locations later, so you can't flesh out your secret hometown if your character's not from either location that's already created as of yet.
