Bio: 
Viktor was born to a poor family in Saratov, Russia. He always dreamed of attending the university someday, to better his and his family's life. After working for many years and saving diligently, Viktor finally left home to attend Saratov State University where he proved to be a brilliant scientist.  His work in the field of botany, specifically mutations and toxicology and how the two were married, revolutionized the agriculture industry across the world.  Due to his research, seeds could be developed to have any traits a farmer wished, there was no such thing as blight or imperfect harvest for those who had access to his notes. After gaining quite a bit of fame, Viktor began to use his money and power to explore more... devious uses for his research.  After landing a few military contracts and several underhanded deals with multiple country's leaders, he began work on projects to enhance humans using toxic plant extracts.  He was allowed nearly limitless capital in his endeavors, and pursued far less than ethical means of experimentation.  That is, until the UN came down on him and he was exposed for his dirty deeds.  When push came to shove, every country severed ties with him and he was turned over to a multinational tribunal.  During the investigation, he was found guilty of multiple different crimes and offered an ultimatum:

Spend the rest of your life in a jail cell, or fly to the dark side of the moon and reform your ways.  The way the authorities saw it, either way they were getting rid of a dangerous man and cutting him off of his supply of limitless human test subjects, and perhaps in the latter years of his life he could do some good in the world.
Personality: 
Viktor is nothing short of a super genius.  With that gift, comes it's draw backs.  He feels a constant need to push the boundaries, even if that takes him into dark territory.  He doesn't care of the cost only the results.  Viktor feels an intense need to prove himself, that he really can do anything he puts his mind to and to this day, he has never left a project incomplete.  Unpredictable, even dangerous at times, yet extremely valuable should you find yourself on his side, Viktor is the definition of double edged sword.
