[@Hylozoist] Well there are supposed to be literally an infinite amount of worlds in the DC multiverse, it's not just one comic book world. It'd be harder to justify why the Fables would travel to such a world and interact with it. Plus I kind of want this DC Earth to be the roleplay's "Main Earth" and not a convergent reality off of the Fable universe's Earth, which is presented as our world. 

I think it'd be better to tailor the concept of "Legends in Exile" in the DCU itself. Fabletown could still be in New York and some of the mythology could be tailored to DC. Magic is real, supernatural creatures are real, gods are real, so a lot of those characters would be different. But the unique Fable characters like Jack, Charming, Boy Blue, these would all be a different class of being and that's where the stories come to life aspect would be applied I think. Fabletown itself could just be a general immigrant community for Supernatural beings, not just stories come to life.
