Well the issue isn't as much as creating background, the background is there on the Prime Material Plane. Don't worry about it so much it's nothing major, just a breakdown of conceptualization and understanding which was probably not defined too well by the GM. 

The way I see things this world follows DND 3.5 cosmology. Where there is a definitely PMP and each god can tear aside part of the fabric of existence for their own plane. And if you prefer visuals, the cosmology is something like these:
