Pretty sure Yang didn't really go into any intensive cybernetic augmentation surgery before her papa brought her this new Atlus robot arm. He dad just brought it and said "try it on", so I'm pretty sure that implies it's a quick adapting prosthesis. Though it's probably still expensive, so I could reason that Gren never considered it simply because it's out of his legal budget so he's trying to make it from scratch. Also most of his trade connections come through Mistral's black market as oppose to official Atlas channels. But that's what Sapphire can help us with.
