The volatile situation in the Balkans has alarmed Russia. The Empire does not seek war, but in light of Austria's attitude and German support, we hereby enact a full mobilisation of the entire Russian Armed Forces, including those of Poland and Finland, and put our fleet on high alert to be ready to defend Serbia from foreign agression.
