Hello.
It's an unnamed Asian country that's implied to be Japan, or at least part of it.

Yes. Adepts are born adepts. I assume there's an awareness/ability buffer, but there doesn't seem to be a specific time where it starts. I'd say motor skills need to be present before septima can be utilized though.
