[h3]Introduction[/h3] Welcome to Academy City, a sovereign city-state located in a walled enclave sitting right in the middle of Tokyo. As its name suggests, the city is essentially one massive institution dedicated to the cause of science and education, and as a result of its advanced research and development, sits ahead of the rest of the world by thirty years. Its population of 2.3 million (approximately 80% of which are students) are spread out across 23 School Districts, where they learn, grow and thrive for the never-ending cause of scientific advancement. You see, the purpose of the city is to study and develop psychic powers, creating beings known colloquially as Espers. Under the aegis of Academy City’s researchers and scientists, the students are put through the Power Curriculum Program, unlocking their psychic potential and providing them with the ability to make use of their power. Yet despite the presence of these extranormal abilities, the students still continue to participate in a reasonably normal school life, with the regular tests held by the institutions they attend serving as the only real difference to a school anywhere else. Kichijoji Academy is one of these institutions. Located in District 12 in the city’s east, Kichijoji differs from the theological and occult interests of other schools in the area by having a more generalist focus, seeking to ensure that all of its students, no matter the lifestyle or ambition, are capable of evolving in every area. As such, espers of all sorts (with no discrimination against power or level) are accepted, beginning their youthful high school lives. [h3]What is an Esper?[/h3] Of course, you may be wondering right now: what [i]exactly[/i] is an esper? As the name suggests, espers are those who possess extranormal abilities, but to be more specific, espers in this setting are those who have undergone the [url=http://toarumajutsunoindex.wikia.com/wiki/Power_Curriculum_Program]Power Curriculum Program[/url] and cut themselves off from regular reality through drugs, surgery and other experimentation, thus giving them access to their powers. Espers possess their own personal realities, and through the mysterious energy field they emit (known as [url=http://toarumajutsunoindex.wikia.com/wiki/AIM]AIM[/url]), they impose their own reality onto that of the world. Powers differ from esper to esper (although some types can be common, such as telekinesis), and each can only possess one type of power. These are ranked from Level 0 (essentially powerless) to Level 5 (of which there are only seven in Academy City) depending on their effectiveness. In this RPG, no characters are allowed to have already reached Level 5.
