I'd imagine, with them being small, they were rather overlooked by the Llyr Empire. Of the three planets, the planet closest to the sun is Noerfae, the homeworld of the Noerfaen species, and the capital of the Commune. It acts as a trade and government hub, with spaceports constantly buzzing with activity, and a planetwide city providing shelter for many of the Noerfaen species. Reconstruction following the Great Revolution has brought stability and jobs to a world formerly rife with looting, riots, and mass protests. The second world is Heigo, named after the Noerfaen astronomer that discovered the world millennia ago. This world acts as the agricultural center of the Commune, supplying the three worlds with food, crop-based products, and other similar goods. Heigo was relatively unscathed during the Great Revolution, as there was minimal government presence, and thus the residents simply transitioned from one ruling group to the next with minimal protest. The new economic system brought by the Commune has provided more food to be shared among the residents of Heigo, with replication technology routinely being used to help supplement crop growth. The final world is Viljar, again named after a famous astronomer. Viljar is unique in that its sole permanent residents are machines. As a manufacturing world, Viljar is prone to intense pollution. Unable to inhibit or stop the effects, the Noerfaens simply banned permanent residence on the surface, fully automating the manufacturing process, and building space stations in orbit, for cargo and transport vessels to pick up and ship out the produced goods. Occasional environment suit-garbed teams of mechanics and computer engineers are sent down to the surface for maintenance work, and have a 99% rate of safe return. During the Great Revolution, Commune soldiers were forced to detonate explosives in parts of Viljar's megafactories, in attempts to halt the production of weapons by the tyrannical government. These damages have since been repaired, but stigma still remains about the reliability of the machines in these sectors.[/hider] [hider=Brief History:]The Noerfaens have been a spacefaring race for quite a while, but have not strayed from their solar system in any large numbers as of yet, primarily due to their government history. For as long as documented history can record, the Noerfaen race had been united under one banner, ruled by an Imperial government under control of the Czetzer, with the most recent one being Rait Ruutli, a tyrannical despot bent on cruelty and oppression. A group of Noerfaen wished to see Ruutli removed, and a more open government established, and formed the Citizen's Commune, a revolutionary group dedicated to the average citizen, with the belief that nobility and royalty should be abolished. During a harsh civil war now known as the Great Revolution, the Citizen's Commune managed to defeat the Empire, executing the Czetzer, exiling his family, and abolishing the nobility. After 2 grueling years of work, the Citizen's Commune would reform the government into the United Noerfaen Commune, expressing a firm belief in fairness across both the Noerfaen worlds, and the galaxy. This new government would soon apply for admission in the Galactic Council, and after being accepted would take to the international stage.[/hider] [hider=Primary Species:]The primary species of the Noerfaen Commune are Noerfaen. Roughly about 1.8 meters tall for most members of the species, with an average weight of 85 kilograms, the Noerfaen are a basic bipedal, two-armed species, though their origins seem more reptilian than mammalian, With a snout-shaped face, a forked tongue, and spinal ridges that trace from the crown of their head all the way down to the end of a swishing tail. The Noerfaen have scale-textured skin, with five claw-tipped digits on their hands and feet. The Commune is rarely a permanent home for other species, and as such there are not significant numbers of minorities. However, those that do exist, thanks to the encouraged belief in equality expressed by the Commune, are treated just the same as any other citizen, provided their documents are in order.[/hider] [hider=Policy:]The Noerfaen Commune operates on a simple principle of fair treatment for all beings. Those who contribute more effort and work to society are rewarded appropriately, while those who need extra aide due to disabilities are provided with such. Mistreatment of those in need, abuse of minorities, and war for discriminatory reasons are all things the Commune openly speaks against. While they acknowledge the need for regulation of such technology, the Commune expresses concern about the current method of restricting FTL travel, seeing the potential for warp gates to be manipulated into tools of discrimination or hate.[/hider] [hider=Economy:]In the Commune, actual currency is only used to barter with outside entities, such as foreign governments and businesses, visiting off-world traders, and other such cases. On the Commune worlds, all residents from the beginning of adulthood are assigned a finance account and serial number. This account houses credits given for completion of successful work tasks, and is deducted from when payment is necessary for a good or service. Those unable to work due to disability or age have credits paid to them bi-weekly, based on their previous record of task completion, or those of their caretaker/relative if they have never been able to work. Noerfaen leaving the Commune have the ability to withdraw their current credit balance as currency for one or more foreign nations.[/hider] [hider=Military:]The Noerfaen military primarily consists of ground troops and a small Navy. As the Great Revolution was a recent event, the military is primarily composed of trained revolutionary fighters, with the leadership consisting of converted officers from the old military, and as such are more suited to guerrilla warfare and skirmish tactics, both in space and on worlds.
