Though I recommend to be more concentrated in Deltawatch since its the primary focus, but Talon secondary agent characters I do allow. While I don't want all characters here to be associated with a canon character, one or two will be fine. 2). Well as long as you don't blow up the entire world, have telekinesis, or any other RPing powers that are considered OP, I guess you're good. It all depends on what you post as the abilties for your character. Though 'magic'... there could be an exception in one character in the group having a "form" of 'magic' (whatever that may be), but again, it should be mostly backed up by science or by scientifical theories, but at the same time having a special property of its own that cannot be explained precisely. 3). Well at this stage, Overwatch is getting some recognition again (Its been several years since recall so). However, it isn't enough to make them... "fully" legal at this stage. They're legal, but not like... 100% legal-enough to be a actual independent organization. You can say that they are on heavy watch with the UN and government agencies and while they are receiving funds and permission, most of the missions they take are strictly entitled to what THEY see and order. Does that make sense?
