Fairly sure all forms of psionic skills are still tied to once powerlevel.

Gohan and Krillin could fight against Guldo's telekinesis when they tried really hard, for instance. So if someone's grossly underpowered compared to their opponent, telekinesis won't matter one bit. 

I.E, can't deflect Frieza's Death Ball, or whatever.
